TrustMark’s Licence Plus Scheme

The drive to meet net-zero targets combined with on-going increases in energy prices means that there is now a significant and growing demand for businesses that can carry out quality retrofit energy efficiency works to homes.

Just this week the government have announced up to £1.5 billion being made available through the Social Housing Decarbonisation Fund and Home Upgrade Grant schemes, allowing social housing providers and local authorities to submit bids for funding to upgrade the properties of around 130,000 low-income and social households. The cash boost forms part of £12 billion combined funding under the government’s ‘Help to Heat’ schemes, which also include the Local Authority Delivery and Energy Company Obligation schemes, targeting support to lower income and more vulnerable households. What is Licence Plus?

The Licence Plus Scheme is a brand new scheme from TrustMark that showcases the competency and quality workmanship of TrustMark Registered Businesses. For the Licence Plus Scheme, TrustMark are adopting the property retrofit assessment principle including the Reduced Data Standard Assessment Procedure (RdSAP) process to produce an Energy Performance Certificate (EPC) identifying the staged improvements that can be incorporated into the homeowner’s project to create a plan of future improvements and ensure quality assured professional installations of energy efficiency measures.

Licence Plus – Expected Process

Stage 1 – Property Assessment

  • The property requires an assessment; this is completed by a TrustMark registered and accredited Retrofit Assessor.
  • A pre EPC is created and lodged into the EPC register

Stage 2 – Scope of Works

  • Property owner agrees the scope of the works to be undertaken based upon the Retrofit Assessment outcomes and consumer desire.
  • All works/services to be lodged into the TrustMark Data Warehouse.

Stage 3 – Project Completion

  • The work is validated and changes applied to the EPC, which is then lodged into the EPC register.

Conclusion

The Licence plus Scheme appears to be a model that is geared up for the able to pay market and aligns with expectations from lenders. This should enable them to offer green incentives and products to improve the energy performance of their customer’s homes.
