
Home Upgrade Grant
The Home Upgrade Grant (HUG) is a government funding scheme supporting Local Authorities in providing energy efficiency upgrades and clean heating systems to low-income households in England.
Phase 2 of the Home Upgrade Grant began in April 2023 and will run until March 2025.
What Is The Aim Of The Home Upgrade Grant?
The aim of the Home Upgrade Grant is to improve the energy performance of households in England. In particular, bringing homes with an EPC rating of F-G to a rating of D, and homes with an EPC rating of D-E to a rating of C. Moreover, the grant aims to bring homes across England out of fuel poverty and progress the country towards its net zero commitment.
What is The Home Upgrade Grant 2 (HUG 2)?
HUG 2 is the second phase of the Home Upgrade Grant. The second phase is allocating up to £700m across local authorities and is to be delivered from April 2023 until March 2025. This second phase builds on the success of the scheme launch (HUG 1 ) and has now closed for applications, with successful authorities announced.

What Does the Home Upgrade Grant Cover?
With up to £700 million allocated, the scheme specifically targets the worst performing households that hold an Energy Performance Certificate (EPC) rating of D or lower, as well as those with no mains gas central heating in England. 60% of the funding is also ringfenced for rural Local Authorities.
Under the grant, improvement measures such as loft insulation, air source heat pumps, and electric radiators are funded by Local Councils, with the aim of phasing out the reliance on fossil fuel heating and supporting household health and wellbeing.
Who Is Eligible for the Scheme?
You may be eligible to receive support under the scheme if you meet the below eligibility criteria:
- are low-income.
- are off the gas grid.
- have an Energy Performance Certificate (EPC) of D,E,F or G.
- live in one of the local authority areas covered by the scheme. A full list is available on the button below.
However, the above criteria do not guarantee that you will receive a home upgrade.
